With extensive experience in higher education, Ferland most recently worked as a senior research associate for the University System of Georgia. He has also held the position of associate director of enrollment management and research assistant at the University of Georgia.

Ferland has also worked as a financial and marketing specialist for the University of Georgia, an agricultural business consultant and teaching assistant at Clemson University and an adjunct professor at North Georgia College & State University.

Ferland received his Ph.D. in higher education at the University of Georgia; a Master of Science in applied economics and a Master of Science in applied sociology from Clemson University; and his Bachelor of Arts in sociology from the University of Rhode Island.

Doug Moore has been working in Institutional Research since 2005. Prior to that, he worked in Administrative Computing for 5 years as a Banner SQL software systems programmer. Doug is a knowledgeable and skilled system administrator/developer proficient in many programming languages. Doug received his BS degree in Computer Science from Georgia College.

Anita Fraley has been working in Institutional Research at Georgia College since 1990. Prior to that, Anita worked for Administrative Computing Services as a computer operator. Anita received her BBA Degree in Computer Science in 1986 from Georgia College. Her responsibilities include state and federal reporting and responding to internal and external requests for information.

Justin Flachbarth has been working with Institutional Research since the beginning of 2010. Prior to this, Justin worked as a Business Analyst for Citigroup and Technical Associate at Georgia College. Justin received his BBA degree in General Business and Master of Management Information Systems from Georgia College.

Dr. Cara Smith currently serves as the Director of Institutional Effectiveness at Georgia College and State University in Milledgeville, GA. Cara also serves as GC’s Institutional Liaison to the Southern Association of Colleges and Schools, Commission on Colleges (SACSCOC). Prior experience in assessment and accreditation include positions as GC’s College of Education Assessment Coordinator, NCATE Coordinator, and University Director of Assessment.

Cara received her B.S. and M.Ed. in Special Education from Georgia College. She received her Ph.D. in Special Education at the University of Georgia. Cara’s professional interests include program and departmental assessment, informed decision-making driven by assessment, faculty and staff capacity-building for assessment, and curricular design and re-design for improved teaching and learning. Additionally, central to Cara’s work are matters related to institutional accountability, quality, and continuous improvement.
